Scone CBD Revitalisation

Project Summary:

The Scone CBD Revitalisation project involved the reconstruction and upgrade of Kelly Street, from the intersection of Kingdon Street to the intersection with St Aubins Street (approximately 500m). Kelly Street is a key roadway which forms the main shopping and CBD for the Scone township. The road was classified from a state road to a local road due to the completion of the Scone Bypass and therefore transferred from the care and control of TfNSW to UHSC. The roadway design was undertaken in partnership with TfNSW. The revitalisation works involved a road realignment which reduced Kelly Street from four trafficable lanes to two lanes with rear to kerb car parking introduced on the northbound lane and parallel parking maintained on the southbound lane. In addition, a new pedestrianised plaza and park space was created on the eastern side of St Aubins Intersection. The CBD had multiple utility upgrades including stormwater drainage to reduce localised flooding. The project will have a transformative effect on the region, providing a significant economic boost and creating exciting new opportunities for local businesses. The project amplifies a range of hospitality, retail, and commercial opportunities, attracting new visitors to the area, making Scone a hub for economic growth and development.

Project Scope:

Daracon was engaged as the principal contractor under a GC21 ‘Construct Only’ contract by UHSC. The contract was also site administered by UHSC.

● Demolition of existing infrastructure like footpaths, kerbing, and pavements.

● Stormwater management including new culverts, pipelines, surface drains, and subsoil drainage within the road reserve and adjacent footpaths.

● Utility upgrades throughout the CBD, including water main upgrades, Ausgrid LV Reticulation, and a new street lighting network.

● Pavement works to realign the existing pavement, including kerb and gutter installation, rigid pavement, asphalt overlay, line marking, and road furniture.

● Installation of new traffic control signals at the Liverpool Street intersection, with multiple staging designs for works.

● Replacement of existing medians with concrete ones featuring integral planter boxes, pedestrian fences, and refuge islands.

● Soft landscaping and irrigation network installation.

● Hard landscaping such as widened concrete footpaths and architectural concrete walls.

● Installation of a steel cantilever trellis structure within the St Aubins Plaza.

● Traffic and pedestrian management, including temporary staging works.
● Environmental management including soil and erosion control, vibration monitoring, and condition surveys.
● Construction survey set out, machine control, and preparation of Work as Executed (WAE) drawings and data files according to specifications and design requirements.

Key Challenges:

● Daracon worked with the client in the first half of the project to ensure construction remained on program, despite changes to the design requirements. This included an agile approach to ensure existing infrastructure was not impacted as the design evolved to meet the client’s needs.

● Given the nature of the works, careful attention was paid to avoid damaging utilities during ground intrusive activities.

● Effective management of traffic and pedestrians was crucial to completing the works efficiently while minimising disruptions to adjacent businesses. Daracon achieved this through strategic Traffic Control Signal (TCS) and Traffic Guidance Scheme (TGS) designs, along with a dynamic Pedestrian Control Plan adjusted to suit the evolving work front and business accesses.

● Many team members had to reside away from home to deliver the works, emphasising the importance of meticulous planning and resource allocation.
